Prior to joining FEMA, Collis Brown served for seventeen years as State NFIP Coordinator for the State of Georgia, coordinating the delivery of technical assistance, training, and flood map adoption assistance to local communities participating in the NFIP. In addition, he served as Program Manager of Georgia’s Floodplain Management Office where he supervised all activities related to revising and updating Flood Insurance Rate Maps (FIRMS) for all 159 counties in Georgia.  Joining FEMA Region IV Office in 2012, Collis currently serves in the Floodplain Management and Insurance Branch (FMI) as an Emergency Management Specialist currently assigned to North and Northwest Florida; previously assigned to North Carolina from 2013 – 2015.  He also serves as the FMI Branch Tribal Liaison.

Mr. Brown earned a Master’s degree in Public Administration from the University of Georgia and completed his undergraduate studies at Fort Valley State University where he received a Bachelor of Arts degree in History and Political Science. He also holds the professional designation of Certified Floodplain Manager (CFM).
