Dave Carlton holds both a BSCE and MSCE in Water Resources Engineering from Washington State University.  He has been working in the fields of floodplain and stormwater management, as well as habitat restoration and ecosystem services for 40 years.  He is currently on the Board of Directors for ASFPM representing Region X and is a past chair of the Stormwater Management Committee and past co-chair of the Natural and Beneficial Functions Committee.  During his career he has updated FEMA FIRMS, been the Region X Engineer for FEMA, developed flood hazard reduction, watershed management, and stormwater plans as a consultant to communities throughout Washington.  For the past eight years he has been the primary reviewer of Activity 450 Stormwater Management throughout the nation for the Community Rating System and is one of the two primary consultants helping FEMA administer the program.
