After leaving active duty with the U.S. Army in 1970, I worked as an underwriter for Fireman’s Fund Insurance Co. in Baltimore, MD. In 1980, I was hired as an Insurance Examiner in the Underwriting Branch at FEMA Headquarters in Washington, DC. In 1986, I was promoted to Chief Underwriter, managing all underwriting aspects of the National Flood Insurance Program. In 2007, I retired to Ocala, FL, and started working as an independent flood insurance consultant. I do work for the NFIP Bureau and Statistical Agent Contractor and other FEMA contractors. I also do NFIP related work for insurance companies, and serve as an expert witness in flood insurance litigation on behalf of insurance agents, insurance companies, and the U.S. Justice Department.
