Doug Plasencia, P.E., CFM is a specialist in floodplain and watershed management.  His input on floodplain management policy and science has been requested by the National Academies of Sciences , Congress, and various federal agencies.  He is the co-developer of the No Adverse Impact floodplain management strategy as well as was instrumental in integrating multi-objective planning strategies into floodplain management.  He is past Chair of the Association of State Floodplain Managers (ASFPM) and served on the FEMA Director’s advisory board from 1994-1996.  Currently Doug is President of   the ASFPM Foundation.   Doug is a Vice President with Moffatt & Nichol Inc. and is the firm’s Water Practice Principal.  In this role he oversees firmwide water resources, coastal, urban water fronts, and environmental disciplines.
