Community Program Administrator for Hazard Mitigation Grant Program, 1997-present
Responsible for the administration of the Hazard Mitigation Grant Program. Provides leadership to the agency in building, strengthening, and improving future program operations. Provides policy guidance and direction for the implementation of the HMGP. Oversees budget of over $900 million in state and federal funding. Implements and monitors grants activities to support local governments and non-profit agencies in funding, planning, and executing successful mitigation activities. Ensures program activities are carried out in accordance with all applicable federal and state laws, regulations, policies, and procedures. Tracks all grant activities for quarterly reporting to the Federal Emergency Management Agency (FEMA) and for briefing the Governor’s Authorized Agent (GAR)/Director of Emergency Management. Prepares and reviews program correspondences for the Director’s signature. With respect to the HMGP budget, provides annual budget projections to ensure the program has the necessary State budget authority to disburse funding. Participates in the development of complex reports and program Standard Operating Guides for all aspects of the HMGP administration. Directly supervises a staff of up to 21 employees (Project Managers, Grant Specialist and Administrative) , which involves recruiting, screening, and presenting recommendations on new hires to facilitate decision making by the Director. In addition, conducts employee performance evaluations every six months. Managed the Flood Mitigation Assistance program as a limited assignment in 2000. Emergency Operation Duties have included Deputy State Hazard Mitigation Officer Deputy Operations Chief, and Response Liaison.
