Julian H. Perez, AICP, CFM
Julian Perez was appointed Development Services Administrator for the City of Doral in December 2022. Mr. Perez is responsible for overseeing the operations of the Planning and Zoning Department, Building Department, and Code Compliance.
Prior to joining the City of Doral, he served as the Director of Economic Development for the City of Coral Gables. In this capacity, he was responsible for implementing the City’s economic development strategies, management of the Community Rating System Program, population estimates, floodplain management, and participating in the evaluation of major development projects as a member of the City’s Development Review Committee (DRC). Mr. Perez also worked with a local consulting group on the development of the City’s Comprehensive Economic Study. In 2020, he spearheaded Coral Gables’ COVID-19 Business Reopening Strategic Plan, Small Business Recovery and Technology grants program, Business Recovery Task Force, and participated in the development of the City’s regulatory relief programs. Mr. Perez worked closely with the City’s IT Director on the integration of technology into the City’s economic development initiatives through the “Smart City Program.” Mr. Perez has lectured at several national and international conferences on the integration of technology. Mr. Perez is also an Adjunct Professor at FIU Public Administration Department Graduate Program.
Prior to joining Coral Gables, Perez held leadership roles in the City of Doral, Town of Cutler Bay, Village of Palmetto Bay, and the City of South Miami. His responsibilities included implementation of economic development programs, comprehensive plans, land development regulations, review of land development projects, interpretation of zoning and land use regulations, policy development, brownfield redevelopment, art-in-public places programs, solid waste management, and water resource, aviation, strategic, environmental, floodplain management, and post-disaster planning.
In the private sector, he provided program management consulting services to private and public entities, including the U.S. Army Corps of Engineers, Military Munitions Response Program, and water resources projects.
Mr. Perez has over 35 years of experience in planning and program management in the private and public sectors. He holds a Master of Science in Planning (Urban and Regional Planning), a Master of Arts in International Affairs and Economic Development as well as a Bachelor of Science in Economics and Policy Science from Florida State University. Perez is also a certified planner and floodplain manager in good standing with the American Institute of Certified Planners and the Association of State Floodplain Managers. Perez is a member of the Florida Floodplain Association Board of Director.
